What is .tv?

Is this for a country, or is it something else?

.tv is the ccTLD for the island of Tuvalu although it is used more for the fact that people see it as .TV (as in the things we watch).

Yes. TV is a national TLD, but it is marketed as a global TLD. It is the same with WS: it is the TLD for Western Samoa, but it is marketed by many (including Dynadot) as "WebSite".

Some call them for that reason "pseudo-global TLDs".

Basically, if you find a good/appropriate keyword in WS or TV, consider it. But if your purpose is to resell, be careful. It can work well with some TV names (when TV really matches the name), while prices for WS names are modest on the market today, for a variety of reasons (including the way in which the registry marketed them, unfortunately).

If the purpose is to create a website and you find exactly the word you want in TV (or WS), but not in other TLDs, definitely go for it: it won't be a hurdle for search engines, insofar the content of the website is valuable. But you should expect to lose some visitors to the COM, since TV and Ws are less well-known. Best is to integrate the TLD in the name of your website, to make it memorizable.

Where can I find a complete list of ccTLD, from all nations all over the world?

Having such a list would be handy with websites I want to build.

Its for an island nation

However, I think its an overpriced cctld and they keep raising their prices every year or so. Godaddy recently decided to stop promoting .TV domains for this same reason.

My personal view is try getting a tld before getting a cctld, when it comes down to it, a .tv will not make your site more appealing, its the content no matter what tld or cctld you have.
