I registered www.xn--voa-l08iz42d.com here,and I have another website www.91voa.com in google apps.

here is the host record for 91VOA.com:

@     64.233.179.121  A record
www   ghs.google.com  CName record

right now I want to refer the IDN domain www.xn--voa-l08iz42d.com to www.91VOA.com without using forward functionality.

How could I set up the DNS for IDN domain?

The only way to forward a domain to another site is to use the Dynadot Forwarding, which just sends a HTTP 301 or 302 redirect to the other site. I don't think it can be done at the DNS level.
